During migration from Exchange 2003 to Exchange 2007/2010, you may need to convert the legacy "Email Address Policies". To accomplish this task you may need to use the power shell command line: Set-EmailAddressPolicy that allow converting each Email Address Policy manually. Microsoft Exchange Team created a nice script that can be used for upgrading all exits "Email Address Policies". However, you should be note that this script isnt supported by Microsoft and it recommanded to test it in a lab first. The script is available from the following link.
