“ERROR: TF55030: Rename Data Tier failed. Please verify that the supplied Data Tier name is a valid Team Foundation Data Tier name, that the Data Tier can be accessed on the network and that you have administrative rights.”
Most chances that the problem is because you have shutdown your old TFS.
In order to fix the problem just load your old TFS and rerun the command.
In case that doesn’t help run the following command line:
Rerun the RenameDT command, now you will get more details on the error so you can troubleshot the problem.

While using Team explorer on the TFS machine, we tried to create a new team project and got error TF30224 :"Failed to retrieve projects from the report server. Please check that the SQL Server Reporting Services Web and Windows services are running and you have sufficient privileges for creating a project."So we followed the recomendations and validated the privileges and that services are running. I have just encountered a very good MSDN article published recently by Microsoft.
The article takes the problems installing or configuring TFS and make recommendations on how to solve or avoid them.
A few days ago when installing the Team Foundation Server 2008 at a client site I have encountered the following error:
“The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2337”
After searching a solution in Google and exploring the logs I found out that the reason for the error is probably corrupted installation files.
After downloading the installation disk again and reinstall the TFS all worked fine.
