After installing TFS PowerTools 2008 open "Work Item Custom Control Reference.doc".You can find this file in "Program Files\Microsoft Visual Studio 2008 Team System Web Access\Sdk" "Work Item Custom Control Reference.doc" is a full tutorial on how to write Web Access Custom Control.
