Windows Live Writer and Download Accelerator Plus (DAP) Doesn't play nice together
If your Windows Live Writer can't download your blog skin and your log files (C:\Users\%USER%\AppData\Local\Windows Live Writer\Windows Live Writer.log ) have text like the following:

It was probably caused by Download Accelerator Plus (DAP) from www.speedbit.com, it's an excellent tool by an israeli startup. To solve the problem, uninstall DAP and update your blog skin, then install DAP again :)
