Are you a Live Search user, living in Israel? No!? So I think that I have the reason for Microsoft: Internet Bezeq International, the biggest Internet provider in Israel decided that blocking Live Search would be a great service, provided for free to most of their clients. Any live search query will be directed to netex by default. How do I known that?
