I don't know if there is a specific Ohio PowerShell users group (perhaps @stahler might know more), but there is a .NET Users group.  I've becmoe active in the one in my local area, trying to promote PowerShell to the development community and also trying to get some admins I know to go there also.Online, there are a number of  communities  around PowerShell, including PowerShellCommunity.org.  I'd love to see some local Ohio PowerShell folks step up and try to get some PowerShell sessions at the Day of .NET.  Events like this provide us an opportunity to show people in related fields (devs and DBAs) what PowerShell has to offer them, as well as helping to create a common ground for further communication.
